PROBLEM TO BE SOLVED: To provide a video output device which reduces noise at transition time from moving picture to a still image and at transition time from a still image to moving picture, and can sufficiently reduce noise in the still image. SOLUTION: A frame image signal converted from a field image signal is stored in a frame memory, discrimination of moving picture and a still image is made between front and rear frame images.
