PROBLEM TO BE SOLVED: To provide a flat cable having a small outside diameter, excellent in installability, and manufacturable at a low cost; and to provide its manufacturing method. SOLUTION: In this flat cable 1, a member for arranging a plurality of cables 2, 3 and 4 in parallel with one another is constituted of a film 17 covering the upper and lower surfaces in the flat cable short-diameter direction and stretched both in the flat cable longitudinal direction and in the flat cable long-diameter direction. This manufacturing method thereof comprises: a process for arranging a plurality of the cables 2, 3 and 4 in parallel with one another; a process for running, along the upper and lower surfaces, the film 17 covering the upper and lower surfaces in the flat cable short-diameter direction and stretched both in the flat cable longitudinal direction and in the flat cable long-diameter direction; and a process for pressing the film 17 by using film stopping tools 27 and 28 for pressing the film 17 to cover a plurality of the cables 2, 3 and 4 with the film 17.
