PROBLEM TO BE SOLVED: To provide a freezing method, and a freezer of a jacking pipe arrival part, for easily improving the ground between an underground structure and a jacking pipe arriving at the underground structure. SOLUTION: The jacking pipe 1 is jacked up to the vicinity of a shielded hole 3. Brine is circulated in a freezing pipe 2 built in a tip part of the jacking pipe 1. The freezing pipe 2 is built in a recessed part 1a continuously formed in an annular shape (a ring shape) in the circumferential direction of the jacking pipe 1 in the tip part of the jacking pipe 1. Both end parts 2a and 2b are inserted into through-holes 1b and 1b continuously formed in the axial direction of the jacking pipe 1 on the inside of the jacking pipe 1. The freezing pipe 2 is built in in a coil shape in a row or a plurality of rows in the recessed part 1a.
