PROBLEM TO BE SOLVED: To establish a network session by session establishing procedures in accordance with the existence/absence of a difference in a priority of session establishment between a plurality of terminals that should establish a network session.

SOLUTION: A network managing device 400 for establishing a network session between the plurality of terminals 300 on the basis of reserved connection information registered in a database 402 uses a first establishment procedure that equally handles all terminals 300 when there is no difference in priority over session establishment between the plurality of terminals 300 that should establish a network session, and uses a second session establishment procedure that preferentially handles the terminal 300 of a user who takes priority such as to inquires whether to establish a session in the terminal 300 that should be taken preferentially, when there is a difference.
