PROBLEM TO BE SOLVED: To provide a thermoelectric element which is improved in element properties reducing heat transmission made by lattice vibrations. SOLUTION: The thermoelectric element is equipped with a cathode (21) and an anode (22) which are arranged in face to face with each other, and a conductive layer (23) which is formed between the cathode (21) and the anode (22) and of a bundle of carbon tubes (24) that are arranged in parallel. A voltage is applied between the cathode (21) and the anode (22) to move electrons from the cathode (21) to the anode (22) through the conductive layer (23), a cooling part is formed at the cathode (21), and a heating part is formed at the anode (22) to convert electric energy into heat.
