PROBLEM TO BE SOLVED: To provide a method of manufacturing an inexpensive magnetic recording medium having satisfactory electromagnetic transducing characteristics, an improved C/N or S/N ratio especially in a high density recording region and excellent productivity. SOLUTION: In the method of manufacturing the magnetic recording medium, a smoothing coating layer is provided on at least one surface of a substrate, and then at least one magnetic layer is formed on the smoothing coating layer without winding the tape constituting the recording medium. The smoothing coating layer has 0.10 to 1μm thickness,≤5 nm surface roughness,≤20 pieces/900μm<SP>2</SP>protrusions having≥20 nm height measured with an atomic force microscope (AFM), and <10 mg/m<SP>2</SP>residual amount of solvents. The solvent of the coating liquid of the smoothing coating layer is a mixed solvent of an aliphatic ketone having 50 to 85°C boiling point and an aliphatic ketone having 100 to 160°C boiling point.
