PROBLEM TO BE SOLVED: To realize a device for enabling a receiver to set a receiving frequency for each area in the situation that it is highly possible for a frequency to be used for broadcasting to be different for each area (prefectural area) in terrestrial wave digital broadcasting. SOLUTION: A transmitting side includes a transport stream multiplexing part 105 for multiplexing an area identifier for identifying an area, a frequency that is receivable in the area, corresponding to the area identifier on program array information and multiplexing the program array information on data to be transmitted. On a receiving side, the program array information wherein the area identifier and the frequency are stored, is extracted from the data transmitted from the transmitting side, the area identifier and the frequency that is receivable in the area indicated by the area identifier, are extracted from the extracted program array information, a frequency belonging to an area identifier matched with the area identifier of the relevant area designated by a user, is extracted and this frequency is stored.
