PROBLEM TO BE SOLVED: To provide a cushioning sheet having a design excellent in safety and recyclability displayed thereon without performing printing and pasting a seal. SOLUTION: The cushioning sheet having a large number of protruded closed cells 8 and 3 is formed by laminating an embossed film 5, which has a large number of embosses 2 and 4 formed thereto, to a planar base film 6. The closed cell foams 8 formed by the embosses 2 among a large number of the closed cell foams are made lower than the closed cell foams 3 formed by the embosses 4.
