<p><P>PROBLEM TO BE SOLVED: To provide encoding apparatus and method, decoding apparatus and method, and image information processing system and method which enable the processing speed of encoding and/or decoding processing to be increased. <P>SOLUTION: A first storage means is provided in which state quantity information representative of a prescribed state quantity is stored when a encoding means or a decoding means performs encoding processing or decoding processing of image information, the state quantity information being used while being successively updated in accordance with the above processing condition, and the encoding means or the decoding means reads out only required partial information from among the state quantity information from the first storage means and changes the state quantity information in accordance with the processing condition of the encoding processing or decoding processing of image information and then writes it in the first storage means again.
