PROBLEM TO BE SOLVED: To form an arc-shaped chamfered part of an edge part forming an outer surface of an arm part in a minimum step when manufacturing a rocking arm having a boss part and an arm part extending from the boss part in a radial direction through plastic working by using a two-split die of a relatively simple structure. SOLUTION: A rocking arm manufacturing method comprises a first step of preliminarily forming an arm part extending to the side by applying upset forming to one end of a stock of a round bar shape, a second step of holding the arm part in the axial direction and forming a burred part expanding in the circumferential direction, and forming an outer circumferential surface of the arm part, and a finishing step of moving the burred portion in the axial direction and removing.
