PROBLEM TO BE SOLVED: To efficiently identify places struck by lightning even if the lightning strikes occur across over a wide area. SOLUTION: A lightning strike position is calculated, based on the lightning strike direction transferred from antennas 1a and 1b, which is sequentially recorded in a LLS database 2121, along with a lightning strike occurrence time as LLS data. When an accident occurrence time and a power transmission/distribution line name are inputted through an input part 223, the database is searched and the LLS data, that includes the lightning strike occurrence time matching with the inputted accident occurrence time in an allowable range, is extracted. The coordinate positions of all steel tower supports of a power transmission/distribution line, corresponding to the inputted power transmission/distribution line name, are extracted by searching a steel tower support position database 2221, and the distance between the lightning strike position and the coordinate position included in the LLS data is calculated for each LLS data. The positioning struck by lightning of which the distance is minimum is identified for each LLS data among all steel tower supports, and the position struck by lightning of the minimum distance from the lightning struck position of the steel tower support is identified for each LLS data among the extracted LLS data, which is identified as an accident point of lightning strike and is outputted to an output part 224.
