PROBLEM TO BE SOLVED: To provide a ground level positioning instrument for positioning sinkage of a vast measurement area in a short period of time. SOLUTION: A movable body 5 is mounted with a measurement terminal 6 for receiving GPS data transmitted from a GPS satellite 1 and an error corrective parameter on the GPS data transmitted from a GPS data center 2 to measure the altitude of a measurement spot from the GPS data and the corrective parameter. The altitudes of a plurality of measurement spots measured by the measurement terminal 6 are collected to analyze the sinkage of the measurement area.
