PROBLEM TO BE SOLVED: To integrate a plurality of networks having different communication protocols into a single integrated framework to enable a user application to find and use various network devices. SOLUTION: An active configuration framework system has a plug-and-play (PnP) broker 104, and a service user uses the PnP broker to find and use a networking service and communicates with the networking service. A service agent registers services in a directory agent, a user agent transmits the description of a service required to the directory agent, and a directory agent checks the description of the service required with the description of a service to be offered, and returns an address of a suited service to the user agent.
