Invention refers to panel electrical heater fixed to bottom of wall for evenly heating of rooms and it belongs to field of electrical heating. Invention solves problem of construction of economical heater, by which rooms are evenly heated, with mild natural convection of hot air. Device according to invention is represented by mutually coupled ready panels of standard length 1m comprised of supporting rectangular metal sheet (1), cantal heater (2) insulated by envelope made of ceramic strip, ceramic insulators (3), electric connectors (4) and (5) for electrical coupling of panels, mitre joints (6) and ending semi-plug-in elements (7). Heaters are, when coupling panels, electrically joined in parallel and made of cantal wire thick 0,15 mm and working temperature is 80°-90°C and installation power of panels is 150W.
