The mechanism is joined with a lever (21) to a transversal bar (2) located underneath the seat area. A longitudinally positioned central element (7) is rotary joined between two toothed wheels connected with a chain covered by two lateral parts (11) attached to the element (7). Two levers (8) are stationary joined to the front axle (19) provided with two rotating sleeves (20). A padded part on top of the footrest can be quickly removed by releasing an emergency clip when the user gets caught in the mechanism.
