A process for preparing a tertiary amine polyamidoamine-epihalohydrin polyme r having a low level of epihalohydrin byproducts. In this process a tertiary amine polyamidoamine prepolymer is reacted with a n epihalohydrin; the molar ratio, of epihalohydrin to tertiary amine groups in the polyamidoamine prepolymer, is less than 1.0 to 1.0. The reaction is further conducted at a pH of from about 7.5 to less than about 9.0, in the presence of a nonhalide acid, and at a temperatu re of not more than about 35 .degree.C.
