A user-oriented Hangeul input system for a mobile terminal is provided to enable a user to memorize a keypad easily by providing the keypad having consonant/vowel groups and arrangement order similar to the order of a Hangeul learning system. A first vowel group is arranged to a first key(110), and a second vowel group is arranged to a second key(120). A third vowel group is arranged to a third key(130). A function key(150) is used for inputting a combined vowel. Seven consonant keypad units include two consonants respectively. A second function keys(160) are used for inputting two fortes. An input controller(140) inputs a vowel arranged to order corresponding to a selection frequency of the first, second, or third key among the vowels of the first, second, and third vowel groups. The input controller inputs diphthonged vowels of the first vowel group when the function key and the first key are selected at the same time. The input controller inputs the consonant arranged to the order corresponding to the selection frequency of each consonant key, and inputs the fortis of the corresponding consonant when the consonant key and the function key are selected at the same time.
