PURPOSE: A reinforcing structure introducing prestressing by introducing tensible force to a stiffener, executing adhesion and fixing the stiffener at both ends of the stiffener by a fixing device, and then releasing the tensible force, and a structure repair and reinforcement construction method utilizing the reinforcing structure are provided to reinforce the existing structure without breakage and to improve the economic efficiency by reducing the thickness of the stiffener. CONSTITUTION: In a reinforcing structure introducing prestressing by introducing tensible force to a stiffener(4), executing adhesion and fixing the stiffener at both ends of the stiffener by a fixing device(7), and then releasing the tensible force, the stiffener, a high-strength reinforced fiber material or a high-strength reinforced fiber composite, are sequentially adhered to the surface of a portion of a concrete structure(1) to be reinforced at a uniform interval by a tensioning device. Both ends of the stiffener are fixed with the fixing device and then the tensioning device and tensible force are released.
