PURPOSE: An HTTP(Hyper Text Transfer Protocol)-based video streaming device and a method of a mobile communication system are provided to enable a streaming service from a specific part requested by a user when starting the streaming service, and to request a transmission server to transmit a contents file even though the requested part is not received in a receiver, thereby supporting random access. CONSTITUTION: A storage disk(21) stores a contents file received from a transmission server(20). A random access retrieval unit(22) retrieves a random access point requested by a user from the contents file stored in the storage disk(21), and requests the contents file to be transmitted from the transmission server(20) if a corresponding point does not exist. A display(24) decodes the random access point requested by the user through a decoder(23), and reproduces the decoded random access point.
