PROBLEM TO BE SOLVED: To efficiently scour soil and sand regardless of the grain sizes of sediment. SOLUTION: In a method for scouring soil and sand in which the sediment 3 deposited in a storage reservoir 2 such as a dam lake is sucked and scoured by a discharge pipe 7, the discharge pipe 7 is hung down by a pontoom 15 floated in the storage reservoir 2, a sheet-shaped member 5 covering the sediment 3 along the surface 4 of the sediment 3 is laid on the surface 4 while a suction port 11 for the discharge pipe 7 is faced to the sediment 3 on the rear side of the member 5 and the sediment is sucked and scoured and the discharge pipe 7 is lowered in response to the lowering of the surface of the sediment 3 with the suction and scouring.
