<p><P>PROBLEM TO BE SOLVED: To accelerate coding processing without considerably deteriorating a picture quality in a motion picture coding system using motion compensation prediction (MC) and discrete cosine transform. <P>SOLUTION: The apparatus includes an output buffer for storing and successively outputting compression-coded data, a means for calculating a block activity that is an absolute sum, from a motion compensation predictive error signal, a means for setting a threshold that changes in accordance with a quantity of contents in the output buffer, a means for deciding whether or not the block activity is greater than the threshold, and a means for forcibly coding a block as an insignificant block with zero contents when the decision means decides that the block activity is smaller than the threshold. <P>COPYRIGHT: (C)2005,JPO&NCIPI</p> |
