PROBLEM TO BE SOLVED: To provide a phase error detecting circuit which can be adapted to any partial response property and which is not affected by the variation of the input level and asymmetry of input signal, and an information reproducing device using it. SOLUTION: This circuit is provided with registers 711, 721, 733, multipliers 712, 722, a subtractor 713, a binarizing circuit 720, an adder 731 of a modulo 2, and a switch circuit 732. A phase error Sn(τ) is calculated from an input signal Yn(τ) and its binarized signal Xn(τ), the calculated Sn(τ) is outputted as a phase error signal En(τ) only at a code change point of the binarized signal Xn(τ), and a former value En-1(τ) is held at the other point in time.
