PROBLEM TO BE SOLVED: To provide a shield machine capable of securing a proper tail clearance by holding or correcting the shape of a segment ring and increasing the sealability of a butt joint, and a tunnel construction method. SOLUTION: In this shield machine 1, a loading device 11 formed of a pulling cloth 23, a reinforcement pulling cloth 25, and a tube 19 is installed on the inner peripheral surface 15 side of a skin plate 3. The shield machine covers a tunnel 4 by butt joint segments 5 while excavating the tunnel 4. After the new segment ring 6a is formed in a ring shape, fluid 33 is supplied from the tube 19 to the pulling cloth 23 to inflate the pulling cloth 23 so as to press the pulling cloth against the outer peripheral surface of the segment ring 6a. By pressing the segment ring 6a in the center direction of the tunnel, the segment ring 6a can be formed in a complete circular shape to secure sealability between the butt joint segments 5. Then, the fluid is discharged from the pulling cloth 23 to the tube 19 to contract the pulling cloth 23 and the pulling cloth 23 is stored in the recessed part 17 of the skin plate 3.
