PROBLEM TO BE SOLVED: To provide a compact and inexpensive pipe material cutter, and a cutting device for allowing highly accurate cutting without generating chips or a burr by cutting of a pipe material. SOLUTION: This cutter 24 is composed of integrally joined two plate-like cutter members 24a. A cutting edge 24b is formed on the respective outside surface side tips of the two cutter members 24a. This cutting edge 24b has a projecting part 24c forming a prescribed angleβfrom the center line extending in the longitudinal direction of the respective cutter members 24a. A cutting tip having the length equal to an interval between the two cutting edges 24b, is separated from the pipe material by cutting the pipe material by the two cutting edges 24b.
