PROBLEM TO BE SOLVED: To solve problems that high speed working is impossible because a wire rod is liable to buckle and also a hook folding mechanism is complicated, in forming a coiled spring with an inwardly bent hook by means of a torsion coiled spring manufacturing machine with a long interval between delivery rolls and a quill. SOLUTION: Coiling pins T1 and T2 respectively are decentered by set amounts against the axial center of the wire rod hole of the quill 2 toward the front side of coiling which intersects the axis of the quill 2 at a right angle. The coiled spring S formed at a forward tilt is pressed down against a bending die D2 by means of a downward pressing tool T4. A starting end bending tool T3 is advanced and the first hook Sa is formed by folding the starting end of the coiled spring S to the inward of the end face of the coil. After the rest of the coil is formed, the coiled spring S is pressed against the bending die D2 by an upward pressing tool T6. A cutting/bending tool T5 is advanced and the terminating end of the coiled spring S is cut and the terminating end portion is folded to the inward of the end face of the coil to form the second hook Sb.
