PROBLEM TO BE SOLVED: To reduce harmful chemical substances such as trihalomethane contained in tap water. SOLUTION: This device has a magnet holding case 3 containing a permanent magnet 7, and a magnet holding case 3' containing a permanent magnet 7'. The magnet holding cases 3, 3' magnetically attract each other at joint faces 3a, 3a', and hold a connection pipe 24 through which the tap water flows. Magnetic field orthogonally crosses in relation to the connection pipe 24, which has an outer pipe 24A consisting of a nonferrous metal and an inner pipe 24B consisting of a nonferrous metal different from that of the outer pipe 24A. The connection pipe 24 also has flow passages 32 and 31 inside the inner pipe 24B and between the walls of the inner and outer pipes 24B and 24A, respectively.
