A warming tool, comprising a heating body (4) having a heating element (2) with steam generating capability and a gas permeable storage body (3) for storing the heating element (2). The heating body (4) is formed so as to be expanded according to the heating of the heating element (2). The amount of steam generated from the warming tool is desirably 1.0 to 100 mg/cm<2>.10min. The water permeability of the storage body (3) is desirably 1.5 to 10 kg/m<2>.24h. The heating element (2) is desirably a paper sheet containing an oxidized metal, a water holding agent, and fiber-like materials.
