<P>PROBLEM TO BE SOLVED: To effectively control improper access to limited data through the operation of a clock inside a reproduction device or a terminal device. <P>SOLUTION: A nonvolatile storage device has a control circuit 16 and a nonvolatile storage circuit 14. The nonvolatile storage circuit has a storage area for limit information about limitations on access to service information. The limit information includes access limit information and access time information. The control circuit determines whether or not the service information can be accessed based on time information and limit information supplied from the outside, and operates to determine whether access is permitted by updating access time information according to the time information. Whether or not access is permitted is determined in such a way that when the time information indicates time after the access limit indicated by the access limit information or when the time information indicates time before the access time indicated by the access time information, access is not permitted.
