<P>PROBLEM TO BE SOLVED: To realize a water treatment apparatus capable of visualizing the extent of deterioration of ion exchange resins and exactly detecting a replacement timing of the ion exchange resins easily and inexpensively, and to realize a fuel cell power generation system securing stable and safe operation over a long period. <P>SOLUTION: In this water treatment apparatus, water is recovered in a condensate tank 23, recovered from fuel exhaust gas discharged from a fuel cell 21 and water vapor in exhaust gas of an oxidizing agent by a gas/liquid separator 22 of the fuel gas side and a gas/liquid separator 27 of the oxidizing agent side. The water recovered is cleaned by the water treatment apparatus 219 and stored in a cleaned water tank 214. The water treatment apparatus 219 comprises an ion exchange resin vessel 212, a cleaned water passage 216, a bypass path 218 and a passage switching means 217. A water quality inspection cartridge 215 is provided in the bypass path 218.
