PROBLEM TO BE SOLVED: To provide comfortable riding by maintaining damping force low in a low-speed range, and to improve the car body pitching control by rasing damping force in a middle-speed range. SOLUTION: In this valve structure 80 of a hydraulic buffer 10 for a vehicle formed by laminating a first leaf valve 81, a small-diameter leaf valve 82 and a plurality of second leaf valves 83, an inside leaf valve 84 is provided between the plurality of second leaf valves 83, and an annular outside leaf valve 85 having a plate thickness larger than that of the inside leaf valve 84 is provided outside the inside leaf valve 84.
