PROBLEM TO BE SOLVED: To provide a panel cover which enhances the anti-corrosion properties and landscape properties of a structure such as a bridge and a pier, and which can be used as permanent scaffolding in inspection and repair. SOLUTION: In this panel cover which planarly covers the side surface and undersurface of the structure, outside and inside outer skins, which are composed of thin metal plates with anti-corrosion properties, are made to face each other in parallel; a protrusive joint is formed on the side of one end of a panel A integrally formed by infilling a filler between both the outer skins; a recessed joint is formed on the side of the other end; the protrusive joint and recessed joint of the panel are fitted and joined together so as to serve as the planar panel cover; and a plurality of rows of vertical beams, which are arranged in a direction crossing the joint of the panel cover, and the inside of the vicinity of the joint of each panel are fixed together, and coupled to the structure by a supporting material wherein the vertical beams are arranged at every proper interval.
