PROBLEM TO BE SOLVED: To provide an electric heater and an air conditioner for a vehicle installed with it preventing thermal deterioration such as thermal deformation of a heater case and ensuring safety for an occupant when the electric heater is installed on HVAC. SOLUTION: The electric heater is characterized in that an electric heater element (1) is arranged between a fin member (3a) and a fin member (3b) and a non-heating part (7) is provided at one end side of the electric heater.
