<P>PROBLEM TO BE SOLVED: To surly prevent the movement of a movable body in heat insulating operation of a fuel cell system. <P>SOLUTION: When the operation stop request of the fuel cell system 20 is generated, a control unit 50 stops the operation of the fuel cell system 20, turns a power supply relay 312 off to shut off electrical connection of the fuel cell 21 and a driving motor 30. The control unit 50, receives a shift position signal showing that a shift position SP is P or N from a shft selector 36, and when a parking break 42 is pulled, judges whether cooling liquid temperature Tfc detected with cooling liquid temperature sensors 51, 52 is 2 °C or less or not.
