PROBLEM TO BE SOLVED: To provide a coiling bender which can automatically form the internal piping etc., of, for example, a water heater by subjecting a pipe-shaped work to prescribed bending and can form bending sections to prescribed shapes. SOLUTION: The stationary bending die 38 of a work bender 12 is provided with a projected section where a first surface having a first work housing groove and a second surface having a second work housing groove forming a prescribed angle with the first work housing groove are provided. Also, the first work housing groove is so set as to coincide with a progress direction of the work P, and the rotational moving center of a pressure die 42 is inclined with a direction perpendicular to the progress direction of the work P. The work P supplied to the work bender 12 is subjected to prescribed bending by rotating the pressure die 42 around the stationary bending die 38 relative to the work P. The coiling of the work P is performed by repeating the supply of the work P to the work bender 12 and the rotation of the pressure die 42 around the stationary bending die 38.
