PROBLEM TO BE SOLVED: To provide a transition metal complex, and to provide a catalyst for polymerizing an olefin. SOLUTION: This transition metal complex represented by formula (1) (M is an element in the group 6 in the periodic table of elements; A and A' are identical or different each other and are each a 1 to 10C alkylene group which may be substituted, a 2 to 10C alkenylene group which may be substituted, a 6 to 18C phenylene group which may be substituted, a 10 to 20C naphthylene group which may be substituted, or a silylene group substituted with a 1 to 20C hydrocarbon which may be substituted; J is an element in the group 16 in the periodic table of elements; B is an alkali metal), and the catalyst for polymerizing the olefin.
