PROBLEM TO BE SOLVED: To provide granular culture soil obtained by combining paper-industry sludge ash with water-purification sludge almost of which has been wasted as industrial wastes so as to be utilized for plant cultivation. SOLUTION: The granular culture soil for plant cultivation is obtained by mixing fine particle paper-industry sludge ash completely burnt with slurry-state water-purification sludge, adding burnt plaster to the mixture as necessary, and stirring the mixture to be granulated and solidified. Almost all the paper-industry sludge ash is disposed as industrial wastes because of easily scattering and flowing out when sprayed with water because the ash comprises fine particles, and the water-purification sludge is also disposed as industrial wastes because of becoming a hard lump hardly broken once dried even when being sprayed with water because of containing organic substance while difficult to be subjected to dehydration or drying. The combination of the paper-industry sludge ash and the water-purification sludge makes the water-purification sludge exert a binder function for the paper-industry sludge ash to be utilized as plant cultivation granular culture soil.
