<P>PROBLEM TO BE SOLVED: To provide an electrode suitable to be adopted to a fuel cell using a liquid organic fuel not containing an acid electrolyte. <P>SOLUTION: The organic fuel such as methanol/water mixture passes and circulates through a anode of a battery, and oxygen or air passes and circulates through a cathode. A solid polymer proton conductive electrolyte membrane is interposed between the anode and the cathode. The electrolyte membrane is made from Nafilon reformed to be proton conductive. Moreover, an improving technique of the performance of a carbon electrode structure is also provided. The carbon/Teflon binder-bond structure of a large surface area is immersed into Naflon/methanol bath, and the Naflon is impregnated to the electrode. In the producing method of the anode of this fuel cell, a metal alloy is made to deposit on the electrode from the solution containing perfluorooctanesulfonic acid.
