PROBLEM TO BE SOLVED: To provide a method for restraining interference to a reverse link of a base station in an underlay area. SOLUTION: In order to avoid interference to the reverse link of the base station in the underlay area, it is decided when a destination address of a mobile terminal in a receivable area of the base station in the underlay area is to be determined again and the mobile terminal is to be handed off, when the following conditions are satisfied simultaneously: (1) the power received on a downlink from the base station in the underlay area exceeds the power received on a downlink from a boundary base station in the overlay area by a first predetermined threshold; and (2) the sum of the power received on the downlink from the underlay base station and the power transmitted from the mobile terminal to the base station in the overlay area is greater than a second predetermined threshold which indicates that the power received by the base station in the underlay area from the mobile terminal in transmission may interfere with the operation of the base station.
