PROBLEM TO BE SOLVED: To improve an assignment probability even after all the channels are assigned. SOLUTION: A control channel processor 22 processes control signals from/to a terminal device. A channel assignment section 20 assigns a channel to the terminal device. The information of the assigned channel is stored in a storage 24. When the section 20 assigns the maximum number of channels which can be assigned and a new terminal sends a link channel establishing request, a determining section 26 confirms the presence of a channel to be used for a short period among the already assigned channels. If a channel to be used for a short period is found, a response to the link channel establishing request, i.e. assignment of a channel is executed for the terminal device after the channel to be used for a short period is completed.
