PROBLEM TO BE SOLVED: To provide a method for measuring the actual states of roads accurately and easily in a short time as a road altitude database meeting requirements for use, a road surface altitude value measurement system therefor, and a navigation system using the system. SOLUTION: The system consists of: a road altitude value managing computer 30 of a map information management company; a computer 1 of a public geographical information institution which provides the altitude value measurement data of the whole country; a high-precision road altitude measuring vehicle 10 which is equipped with a vehicle position measuring instrument, a tilt sensor, and a travel distance measuring instrument to measure the positions and tilt angles of the road during a travel and which is also mounted with a computer for recording data thereof; and a user vehicle equipped with a vehicle position measuring instrument, a tilt sensor, and an on-vehicle computer 20 for control which receive (download) a reference point altitude/attribute database prepared by the road altitude value managing computer 30 according to measured and recorded data to navigate the driver or automatically control the vehicle.
