PROBLEM TO BE SOLVED: To perform efficient operation while reliably inhibiting icing on the surface of heat-transfer tubes in a heat exchanger. SOLUTION: A heating medium supplied into a drum 12 of the heat exchanger 10 for vaporization heat-exchanges with a low-temperature liquefied gas flowing in the heat transfer tubes 16 to vaporize or heat the low-temperature liquefied gas. In this case, an icing state measuring means 36 for measuring the icing state of the surface is provided at the heat transfer tubes 16, and the amount of supply heat to the heat exchanger 10 for vaporization by the heat medium is adjusted, based on the measurement value.
