PROBLEM TO BE SOLVED: To provide a cutter, and a cutting method for effectively removing a punched piece generated after punching a work. SOLUTION: A cutter body 10 is arranged on an installation table 30 in a state of holding airtightness. A connecting port 14 penetrating through the inside and outside, and connected to an air suction source 40, is arranged in an outer frame 21 of the cutter body 10. A moving body 11 movable in the direction (the vertical direction) for expanding-contracting an inside space 18, is airtightly fitted in the outer frame 21. A coil spring 13 for energizing the moving body 11 in the expanding direction (the upper direction) of the inside space 18, is arranged between the installation table 30 and the moving body 11 in the outer frame 21. The moving body 11 is provided with an annular punching blade 12 so as to penetrate in the vertical direction through the inside and outside of the moving body 11, and a communicating passage 19 is recessed on an under surface of the moving body 11.
