PROBLEM TO BE SOLVED: To perform the route control of a train for competitive-point use priority (first rank) and a train for competitive-point use non-priority (second rank) by determining priority for the entry and priority for the exit of the train according to the on-rail status of the train based on an idea focused on the in-use train diagram at the competitive point of the train. SOLUTION: This train traffic management system has an intersection order determination function in which the train with the earliest time of using the competitive point is determined as the train for competitive-point use priority by using a starting time and an arrival time on an in-use diagram changed from a basic diagram, a plan of the competitive-point use priority is determined, and route control is performed for the train for the competitive-point use priority when an on-rail position of the train for the competitive-point use priority is within a point for priority determination, or the route control is performed for the second rank train for the competitive-point use priority when the on-rail position of the train for the competitive-point use priority is outside the point for priority determination, an overrun protection determination function having the upper rank control determination function taking into consideration a forward competitive-point priority order, and the track competition determination function for determining a track-use priority rank by a train start order pointer based on the in-use diagram.
