PROBLEM TO BE SOLVED: To provide a high-speed particle generator which can generate high-speed particles efficiently by monitoring the state of the generation of them in real time. SOLUTION: A target 30 located in a vacuum chamber 60 is irradiated with laser light L1 outputted from a laser light source 10 while the laser light L1 is condensed by a condensing optical system 20. Consequently, the high-speed particles P including protons are generated and emitted from the target 30. Moreover, a plasma luminescence L2 from the target 30 resulting from the condensation and irradiation with the laser light L1 is measured by a light measurement device 40 and the measured signals are analyzed by an analyzer 50 to evaluate the state of the generation of the high-speed particles P. Subsequently, a mechanism 25 for moving the optical system is controlled on the basis of the results of the analysis, the condensing optical system 20 and the target 30 are controlled through a mechanism 35 for moving the target 30 for the feedback control over the state of the generation of the high-speed particles P in the target 30.
