PROBLEM TO BE SOLVED: To solve such a problem that in formation of an image by a direct recording system, toner sticks to the surface of a toner control means and the periphery of a toner passage hole, consequently, it is impossible to stably perform an ON/OFF control of toner-passage. SOLUTION: When a voltage difference between a counter electrode means 31 and a toner carrier 101 is expressed by V1, a distance between the counter electrode means 31 and the toner carrier 101 is expressed by L1, a voltage difference between a common electrode (second electrode) 43 and the counter electrode means 31 is expressed by V2, and a distance from the common electrode (second electrode) 43 to the counter electrode means 31 via a control electrode (first electrode) 42 is expressed by L2, a voltage establishing a relation of VL/L1<V2/L2 is separately applied to the toner carrier 101, the control electrode 41, the common electrode 43 and the counter electrode means 31.
