PROBLEM TO BE SOLVED: To provide an artificial aggregate easy to manufacture, high in strengths, small in water absorption, and good in the attachment to a cement type matrix. SOLUTION: Non-sintering type artificial aggregate comprises a cured material of a compound containing at least a cement, a pozzolan type minute powder, a small aggregate having a particle diameter of 2 mm, a water reducing agent, and water. This artificial aggregate can contain in its blended materials an inorganic particle having a blaine specific surface area of 2,500-30,000 cm<SP>2</SP>/g and larger than that of the cement. The inorganic particle can comprise an inorganic particle A having a blaine specific surface area of 5,000-30,000 cm<SP>2</SP>/g and an inorganic particle B having a blaine specific surface area of 2,500-5,000 cm<SP>2</SP>/g.
