PROBLEM TO BE SOLVED: To surely do a tilt operation of a bending lever despite of sizes of user's hands or length of user's fingers. SOLUTION: A pulley 5 is composed of a first winding part 5a formed for a large diameter, and a second winding part 5b whose diameter is smaller than the first winding part 5a placed at the same shaft. The first winding 5a has a wire winding groove 5c and the second winding part 5b has a wire winding surface 5d. A through-hole 5e is formed at the center part of the pulley 5 for inserting and placing a shaft material 6, and a notch groove 5f is formed at the side periphery surface to pass through from the side periphery surface to the through-hole 5e. An operation wire 33a at the inserting side is wound around a wire winding groove 5c, and an operation wire 33b at the arm side is wound around the wire winding surface 5d to the same direction of the operation wire 33a. The operation wire 33b at the arm side is drafted to shrink the width of the notch groove 5f, and the inner peripheral surface of the through-hole 5e and the outer peripheral surface of the shaft member 6 are brought into hermetic contact with each other.
