PROBLEM TO BE SOLVED: To prevent information, which is estimated that it will not be required by a vehicle occupant, from being provided to the occupant in an information service section of providing infrastructure information. SOLUTION: When having received road surface condition information, road surface conditions in a reception spot are estimated (steps S2, S4). When the estimated road surface conditions are matched with the conditions notified as the road surface condition information of infrastructure information, and also when the road surface conditions are not snowed or frozen or the conditions are not matched but varied in a direction of recovery, the information provision to the occupant is not performed as being unnecessary. When the road surface conditions are varied in a worsening direction (step S8), or when the conditions are matched but snowed or frozen (step S18), the information provision is performed at a timing estimated to be enough to decelerate to the target vehicle speed when cruising at a speed exceeding a target vehicle speed that is estimated to enable safe cruise during cruising on the road of the notified surface conditions (step S10 ... step S16).
