PROBLEM TO BE SOLVED: To solve the problem wherein the arrangement of a new instruction after instruction scheduling changes a resource management condition to make it generally difficult to insert a prefetch instruction at a compiler for such an architecture without a dynamic resource management function as VLIW. SOLUTION: A compiler has prefetch instruction insertion processing causing no change in scheduled instructions which uses information on scheduling generated by instruction scheduling processing. Especially in a compiler targeted at a cluster structure VLIW architecture, the use of an instruction cluster arrangement makes it easy to realize the prefetch instruction insertion processing causing no change in scheduled instructions.
