PROBLEM TO BE SOLVED: To easily store an objective file for electronic delivery according to a standard of the Ministry of Land, Infrastructure and Transport. SOLUTION: A folder with a hierarchical structure complying with the standard of the Ministry of Land, Infrastructure and Transport is prepared, and a list of selection items matching the folders of the respective hierarchies is displayed in Japanese. When a user selects a selection item matching a distribution destination (delivery destination) of the objective file, the device displays a list of selection items matching the folder in the following layer included in the folder matching the selected item. In the end of selection of the selection items matching the folder carried out in the similar manner to the lowermost layer, a directory based on the selected folders selected for the respective layers and a file name decided in compliance with the directory according to the standard of the Ministry of Land, Infrastructure and Transport are automatically decided to be stored while linked with the address of the objective file.
